The expansion brings new depth to engineering, professional surveying, and hydrographic data collection to support growing client needs while positioning CSE to deliver broader, high-value coastal engineering and surveying services across the Southeast and beyond.
Strengthening Surveying and Engineering Expertise
Russel Gardner, PLS, joins CSE as Senior Surveyor to expand the firm’s land-based and hydrographic surveying capabilities. He will lead survey planning, field operations, data processing, and licensed deliverables while mentoring staff toward future licensure. His experience also opens opportunities to expand CSE’s services into property surveys, plats, and new geographic markets.
Scott Finnis, EIT, continues building momentum as a Coastal Engineer after recently passing the PE exam. A graduate of UNC Wilmington’s pioneering Coastal Engineering program, Scott supports modeling, design, permitting, and construction administration. His experience across North and South Carolina strengthens CSE’s ability to deliver practical, data-driven solutions from planning through construction.
CSE also welcomes Oluwatomisona (Tom) Isijola as a Hydrographic Surveyor, adding specialized expertise to our growing survey team. Tom will support offshore and nearshore field operations, bathymetric surveying, side-scan sonar, and data processing—strengthening the field intelligence behind CSE’s coastal engineering, dredging, and restoration projects.

In 2025 alone, the firm completed major nourishment projects, advanced emergency erosion response, expanded survey operations, and added the R/V Francis Lang to enhance offshore data collection capabilities.
