Permitting a Multi-Town Coastal Restoration
Authorizing the first large-scale nourishment along Bogue Banks required coordinating approvals across multiple municipalities, county leadership, and layered state and federal agencies. Regulators closely evaluated the impacts of offshore borrow, sea turtle and shorebird protections, and longshore sediment transport. The challenge was aligning technical defensibility, environmental compliance, and regional consensus for a unified, island-wide restoration effort.

CSE advanced a unified permitting strategy that integrated detailed sediment compatibility studies, offshore borrow investigations, and comprehensive environmental documentation.
